Can I attend without the relative or friend who drinks?

No, not at all. Al-Anon is about your own experience and wellbeing, so attending alone is normal and expected. The relative or friend concerned is not required to be there, or even aware of it.

Do I need to book in advance, and does it cost anything?

No cost and no registration are involved. Arrive for 8pm on Thursday, and you are free to leave whenever you need to as well. The meeting lasts around an hour and a half.
