Does the person who drinks need to come with me?

No, not at all. Al-Anon is about your own experience and wellbeing, so attending alone is normal and expected. The relative or friend concerned is not required to be there, or even aware of it.

How do I join, and is there a fee?

No cost and no registration are involved. Arrive for 1pm on Monday, and you are free to leave whenever you need to as well. The meeting lasts around an hour.
